António Guterres Becomes Timorese
The Timor-Leste Parliament unanimously granted Timorese nationality to António Guterres, the current Secretary-General of the United Nations, as a gesture of recognition for his "significant services to the country" over several decades.
In the approved resolution, Timorese lawmakers noted that Guterres played a crucial role in advocating for the self-determination of Timor-Leste, helping to bring the Timorese question to the forefront of international discussions and pushing for the 1999 independence referendum.
This decision was made just before the 25th anniversary celebrations of the referendum that restored Timor-Leste's independence on August 30, 1999.
The resolution, signed by the President of the Timorese National Parliament, Maria Fernanda Lay, highlights Guterres’s significant contributions to the independence and development of the country. He has been described as one of the most illustrious defenders and allies of Timor-Leste, serving as Portugal's Prime Minister (1995-2002), UN High Commissioner for Refugees, and UN Secretary-General.
After the violence following the referendum, Guterres was instrumental in mobilizing the international community to intervene and establish the United Nations Transitional Administration in East Timor (UNTAET), paving the way for the country’s full independence in 2002.
As the head of the UNHCR, Guterres was noted for assisting in the repatriation and reintegration of Timorese refugees, contributing to the stabilization of the nation.
Currently, as UN leader, the Timorese parliamentarians recognize Guterres as a constant advocate for sustainable development and peace, supporting the country's efforts to achieve the Sustainable Development Goals and strengthen its democratic institutions.
On Wednesday, Guterres was awarded the Grand Collar of the Order of Timor-Leste, the highest distinction in the country, by Timorese President José Ramos-Horta. Guterres concluded a three-day visit to Timor-Leste to participate in the celebrations of the 25th anniversary of the referendum.
On August 30, 1999, 78.5% of Timorese voters chose independence, ending the Indonesian occupation that began on December 7, 1975, despite the violence from pro-integration militias. Following the referendum, Indonesia withdrew, leaving behind a legacy of horror and violence, while the UN transitional authority managed the country until its independence was restored on May 20, 2002.
