Controversy Surrounds Gandra d'Almeida: Omitted Roles in Algarve Hospitals During INEM Tenure

Gandra d'Almeida, the recently resigned executive director of the SNS, assured the CReSAP that he had not omitted any relevant information nor had any conflicts of interest. However, he failed to disclose his roles in Faro and Portimão while leading the Northern INEM.

According to a CReSAP document, during his tenure as director of the Northern INEM, Gandra d'Almeida only acknowledged his role as a general surgery doctor at the Centro Hospitalar Vila Nova de Gaia from 2015 to 2022.

He stepped down following reports that he had combined his director duties with part-time medical work in Faro and Portimão for over two years. Despite claiming to CReSAP that he had not omitted significant information, he did not mention his services at these hospitals during his leadership of the Northern INEM from 2021 to 2024.

Reports indicate that his curriculum vitae submitted to CReSAP included potential illegal shifts worked at Gaia Hospital. Furthermore, it has been revealed that he also provided services to the Local Health Units (ULS) of Matosinhos and Guarda while still in his director role.

The ULS of Matosinhos confirmed a service contract from 2022 to 2024 with Tarefas Métricas for the Emergency Medical Vehicle at Hospital Pedro Hispano, while Guarda ULS verified his service through Raiz Binária, Lda. from May 2019 until June 2024.

CReSAP's analysis highlighted his technical and behavioral competencies, supporting a positive assessment for the position. They described him as an empathetic, determined, loyal, and committed individual with a strong sense of public service.

Following the controversy, Gandra d'Almeida resigned and will be replaced by Álvaro Almeida, the former president of the Health Regulatory Authority.
