Highlights from the 2023 National Scientific and Technological Potential Survey

The General Directorate of Statistics of Education and Science (DGEEC) has released the results of the National Scientific and Technological Potential Survey on December 23, showcasing consolidated data for 2023.

  • R&D expenditure in Algarve reached €64.529 million, marking an 18% increase compared to 2022, and a 51% nominal variation from 2020.
  • This expenditure represents 0.49% of the region's GDP and 1.4% of national R&D spending.

It's important to note that the GDP figure for 2023 is based on a new series of Regional Accounts established in 2021. Revised GDP values for previous years reflect that R&D expenditure in 2021 and 2022 accounted for 0.47% and 0.46% of the GDP, respectively.

Sectoral Analysis

The Higher Education sector continues to lead in R&D expenditure, although a significant growth has been observed in Companies, which accounted for 39% of the total expenditure in 2023. Notably, the State sector experienced a 9% decrease in expenditure compared to the previous year, while the Higher Education sector saw a 0.6% increase and Companies nearly surged by 16%. The Non-Profit Private Institutions (IPSFL) also displayed remarkable growth, with expenditure rising from €5.2 million to €11.6 million, increasing their share of total R&D spending from 9.5% in 2022 to 18% in 2023.

In 2023, the region employed 1,206.6 Full-Time Equivalent (ETI) professionals in R&D, representing 1.5% of the national total, primarily in the Higher Education sector (672 ETI), followed by Companies (376 ETI).

Gender Representation

The Algarve region boasts the highest proportion of women in R&D roles, with 49.3% of the workforce being female, both in total resources and specifically in research activities.

Detailed Sector Analysis

  • SMEs accounted for 51% of the total expenditure in R&D within the Companies sector.
  • Approximately 58% of R&D expenditure occurred in the Services sector, especially in knowledge-intensive services, which absorbed 43.3% of the total company expenditure.
  • The manufacturing industry executed 27% of the registered expenditure, while other unidentified sectors made up 14%.

Sectoral Expenditure

In the Higher Education sector, nearly 96% of the expenditure was executed in Public Higher Education institutions.
