Judge's Decision on Rodolfo Lohrmann's Release

A judge from the Lisbon Penitentiary Execution Court recently made headlines by ordering the release of Rodolfo Lohrmann, also known as 'El Ruso', from the high-security prison in Monsanto. In March, despite technical reports from the Directorate of Social Reintegration and Prison Services warning of a potential flight risk, the judge claimed that the danger of escape was 'diminished'.

Background on Rodolfo Lohrmann

Detained by the Judicial Police of Aveiro in 2016 for four violent robberies between 2014 and 2016 in Odivelas and Cascais, Lohrmann had been one of Latin America's most wanted criminals, evading justice for over ten years. On Saturday, he escaped from the Vale de Judeus prison in Alcoentre, alongside four other inmates.

Concerns Over Flight Risk

In a technical report sent to the court, it was highlighted that there was a serious risk of escape. The General Directorate recommended that Lohrmann remain in maximum security. The Prison Treatment Management Division echoed these concerns, stating that despite signs of integration into prison activities, Lohrmann posed a danger incompatible with any regime other than maximum security due to potential escape risks.

Legal Challenges

The judge's decision came after Lohrmann's defense challenged the General Directorate's decision to keep him in maximum security. The judge noted that the initial placement in security was based on criminal and penitentiary dangers that seemed more relevant at the time than the current risk posed by the inmate.

The Escape

On Saturday, Lohrmann, who is also wanted in Argentina for homicide, executed a meticulously planned escape from the Vale dos Judeus prison, as confirmed by the national director of the Judicial Police, Luís Neves.

This incident has raised serious questions about the effectiveness of the judicial system in assessing risks associated with the release of dangerous criminals.
