The proposal includes six significant measures aimed at benefiting public sector employees:
Career Progression
The government will allow career progression for public administration employees once they achieve 6 points in the SIADAP evaluation system. This measure also applies to all workers under public enterprise contracts. Gouveia stated, "This is a way to compensate for previous periods of career freezes, reflecting a fundamental fairness for the regional public administration."
Salary Increases
The budget incorporates salary increases as per the State Budget. Employees earning up to €2,620 will receive a minimum increase of €56.58 per month, while those earning above this will see a 2.15% increase. This salary enhancement represents an investment of €21.9 million.
Increases in Specific Careers
There will be salary increases in specific career paths, new admissions to public administration, and career advances, amounting to €7.8 million.
Recovery of Teachers' Service Time
The continuation of recovering service time for teaching staff is planned, with an allocation of €7 million. The recovery process will conclude next year, marking a fulfilled commitment by the finance secretary.
Health Sector Progressions
In the health sector, there will be career advancements, hiring, and incentives to retain healthcare professionals, with €6 million set aside for this initiative.
Increase in Insularity Allowance
The insularity allowance for public employees on Madeira Island will increase from €662 to €682.57, an increase of €20.57, resulting in a total expenditure of €19.9 million.
