PSD and CDS-PP Propose Changes to Health Law

The PSD and CDS-PP announced on Friday their intention to amend the Health Bases Law to curb the "abusive use" of the National Health Service (SNS) by foreigners who are not residents in Portugal. They are calling for additional documentation requirements for these individuals.

Urgency for Discussion

According to Miguel Guimarães, vice-president of PSD, and João Almeida, a CDS-PP deputy, the proposed law should be discussed "as soon as possible", potentially as early as next Thursday, contingent on the Chega party agreeing to support the AD initiative regarding the previously scheduled discussion on ‘Health Tourism’.

Clarification on Health Services

Guimarães emphasized that this initiative is not related to immigration issues, as it pertains specifically to non-resident foreigners, and is distinct from the concept of health tourism. He stated, "it is an abusive use of the SNS", highlighting that in Portugal, "nobody dies due to lack of healthcare; we treat everyone. However, for normal situations, there must be these guarantees".
