### Lisbon's Initiative to Protect Historic Shops

The **Lisbon City Council** is set to revise the regulations of the **Historic Shops Program** to prevent the closure of iconic establishments in the capital. This was announced by **Joana Oliveira e Costa**, the council member responsible for the Economy and Innovation portfolios.

> **"We will move forward with a change to the regulations of the Historic Shops. We are naturally safeguarding these situations where Historic Shops often do not make the leap and end up closing,"** stated Oliveira e Costa.

This announcement was made during a joint hearing of the **1st and 2nd commissions of the Municipal Assembly of Lisbon**, as part of the discussion on the proposed municipal budget for 2025, which amounts to **€1.359 billion**.

During the **three-hour hearing**, the council member faced questions regarding the criteria of the **Historic Shops program** and the closure of some establishments not included in the initiative. 

> **"These are shops often managed by a specific owner who fails to find a successor for their business, resulting in its closure,"** she explained.

Launched in **February 2015**, the municipal program distinguishes and provides financial support to classified establishments for interventions in areas such as **architecture, restoration, culture, and economy**.

This will be the last municipal budget of the current mandate (2021-2025), proposed by the **PSD/CDS-PP** management, under **Carlos Moedas** (PSD), who governs Lisbon without an absolute majority. If approved, it will be executed in an election year for local authorities.

The first three budgets under the PSD/CDS-PP leadership were approved due to the abstention of the **PS**, while the remaining opposition — **PCP, BE, Livre**, and **Cidadãos Por Lisboa** (elected by the PS/Livre coalition) — voted against it.

Reported between **October 29, 2023**, and **November 17, 2024**, the majority of grievances are related to:
- **Delays in document processing** (53%)
- **Difficulties in scheduling services** (14.4%)
- **Problems with document delivery**, including reports of loss (14.4%)
- **Challenges in contacting AIMA** (12.1%)
- **Issues using the online platform** (3%)

The data reveals a significant decline in **citizen satisfaction**, dropping by **24.9%** compared to the previous **Foreigners and Borders Service (SEF)**. The average satisfaction rating for AIMA was **3.10**, a notable decrease from SEF's **4.13**. 

According to the **Complaint Portal**, AIMA's response rate stands at **14.5%**, with a solution rate of only **15.2%**. The agency's current **Satisfaction Index** is alarmingly low at **15.3 out of 100**. This decline in service quality has raised concerns among foreign citizens, who express frustrations regarding **login difficulties** and **platform unavailability**.

#### Salary Increases

#### Increases in Specific Careers
There will be salary increases in **specific career paths**, new admissions to public administration, and career advances, amounting to **€7.8 million**.

#### Recovery of Teachers' Service Time
The continuation of recovering service time for teaching staff is planned, with an allocation of **€7 million**. The recovery process will conclude next year, marking a fulfilled commitment by the finance secretary.

#### Health Sector Progressions
In the health sector, there will be **career advancements**, hiring, and incentives to retain healthcare professionals, with **€6 million** set aside for this initiative.

#### Increase in Insularity Allowance
The **insularity allowance** for public employees on Madeira Island will increase from **€662** to **€682.57**, an increase of **€20.57**, resulting in a total expenditure of **€19.9 million**.

### Traffic Disruptions Ahead

**Lisbon's Segunda Circular**, a vital route for the city, is set to undergo significant **traffic constraints** for the next six months, particularly during **nighttime hours from 10 PM to 6 AM**, Monday to Saturday. This schedule aims to **minimize traffic impacts** on one of the busiest roads in Lisbon, especially during peak hours in the morning and late afternoon.

### Ongoing Works

The works have commenced in the **North-South direction** of the Segunda Circular, specifically on the **eastern side** (between Galp gas stations and Avenida de Berlim).

### Upgrading Street Lighting

The purpose of these disruptions is the **replacement of public lighting**. This extensive operation will involve changing the old **high-pressure sodium lamps** to more efficient and sustainable **LED technology**. This upgrade is expected to save approximately **€81,000 annually** in electricity costs, while also improving the quality of lighting and reducing maintenance expenses.

**Carlos Moedas**, the President of the Lisbon City Council, emphasized the importance of investments that enhance safety on the Segunda Circular while also addressing environmental concerns:
> "All investments that enhance safety on the Segunda Circular are well spent. In this case, environmental concerns are also a focus, which we are strongly committed to."  

In this project, around **380 new poles and 720 LED lamps** will be installed, with an investment of approximately **€729,500**, marking another step towards **sustainability and modernization** of urban infrastructures in Lisbon.

### Second Fugitive from Vale de Judeus Recaptured

**Fernando Ribeiro Ferreira**, a 61-year-old inmate, has become the second of five prisoners who escaped from the **Vale de Judeus** prison on **September 7** to be recaptured. His arrest took place in **Trás-os-Montes**, following an extensive investigation by the **Polícia Judiciária (PJ)**. The PJ reported that Ribeiro was the only remaining Portuguese fugitive after **Fábio Loureiro** was captured in **Morocco** last month.

The authorities stated, “The evaded inmate from Vale de Judeus, Fernando Ribeiro Ferreira, was apprehended after persistent, complex, and uninterrupted investigative work since the day of the escape.” The operation involved collaboration with the **GNR** (National Republican Guard).

### Criminal Background

Ribeiro has a long criminal history, having committed **violent crimes** and being part of organized crime. His record includes **association with criminal organizations**, **homicide**, **kidnapping**, **armed robbery**, **drug trafficking**, and possession of illegal firearms. The PJ noted that Ribeiro has been imprisoned since **1980** and was serving a **24-year sentence** at the time of his escape, with **11 prior convictions** to his name. He was also subject to an **international arrest warrant** issued by the relevant judicial authority, featuring on **Interpol's red notice** list.

### Ongoing manhunt for other fugitives

Three other fugitives remain at large, all of foreign nationality: **Rodolf Lohrmann**, known as “El Ruso,” **Mark Roscaleer**, and **Shergili Farjiani**. Their criminal activities include violent crimes and robbery, making them dangerous individuals still on the run.

### Who is Fernando Ferreira?

Hailing from **Lousã**, Ferreira was serving time for a range of serious crimes, including drug trafficking and robbery. He led a violent gang known as the **Mosqueteiros**. In **2010**, he was involved in the kidnapping of a businessman, holding him captive for four days and demanding a ransom of **20 million euros**. The victim was eventually rescued during a bank visit.

### Justice Minister Praises Police Efforts

The Minister of Justice expressed pride in the police's successful capture of Ribeiro, emphasizing the importance of their persistent and competent investigative work, especially the collaboration between the PJ and GNR. She stated, “This success leaves us with a feeling of pride and confidence in our police forces.”

### First Fugitive Recaptured

A month after the escape, **Fábio Loureiro** was the first of the five prisoners to be recaptured, apprehended in **Tangier, Morocco**. The PJ had been actively working with international authorities to secure his capture since September 7.

### Assis Supports Seguro's Presidential Aspirations

Francisco Assis has publicly expressed his **support for António José Seguro** should the former Socialist leader decide to run for the presidency, stating, **"regardless of who the other candidates are"**. This announcement came during an interview on **TVI and CNN Portugal**, where Seguro acknowledged the possibility of his candidacy for Belém.

This marks the first significant backing within the Socialist Party (PS), revealed during the **Explicador** program on Rádio Observador. Assis stated clearly, **"If António José Seguro chooses to run, he will have my support"**. He further emphasized his hope that the **current leadership of the PS will also back him**. After the interview, Assis reported receiving **hundreds of messages from party members**, indicating a **strong sense of satisfaction within the PS** regarding Seguro's potential candidacy.

### Party Unity and Historical Context

Assis warned the PS about past divisions during presidential elections, noting that the party has only been **truly divided when there was no clear candidate**. He reassured that the current leadership has committed to supporting a candidate this time. However, he pointed out that in recent years, the PS has **underestimated the importance of the presidency**, which he believes was a strategic misstep.

Regarding his support for Seguro, Assis stated it is based on **conviction**, recalling their past rivalry in the party. In **2011**, after José Sócrates stepped down, Assis ran against Seguro, but later, in **2014**, he was chosen by Seguro to lead the European Parliament list.

Assis described Seguro as a **"very strong candidate not only on the left but with significant electoral appeal"**. He characterized Seguro as a **thoughtful, moderate individual** with a deep understanding of national and international issues, as well as exceptional dialogue skills. Reflecting on their last conversation during the summer, Assis explained Seguro's silence over the past decade was due to the **political crisis of 2014**, which led to his removal from leadership amidst challenges from António Costa.
