### Trust in News Declared Insolvent

On December 4, 2024, **Trust in News (TiN)** was officially declared insolvent by the court. The court set a **30-day deadline** for creditors to file their claims. An assembly of creditors is scheduled for **January 29**, as per the court ruling accessed by Lusa.

## Court Decision Reverses Navy's Disciplinary Actions  
The **Central Administrative Court of the South** has annulled the **Navy's decision** to punish eleven sailors from the MRP Mondego after they refused to embark on a mission due to alleged safety concerns. The Navy plans to appeal this ruling.  

According to reports from **Correio da Manhã**, the action taken by a sailor against the disciplinary sanctions, which resulted in suspensions ranging from 10 to 90 days, was deemed valid by the court. The judges ruled in favor of the sailors, nullifying the disciplinary decision.  

In a statement to **Observador**, the Navy emphasized that the court's ruling has not yet become final and will be subjected to an appeal. They also noted that many related cases have historically favored the Navy in previous decisions by this court and others.  

In March 2023, the NRP Mondego did not carry out a mission to monitor a Russian ship near Porto Santo after several sailors refused to board. The Navy subsequently reported the incident to the **Military Judicial Police**.  

Following this incident, **Gouveia e Melo**, the Navy Chief, stated that the Navy cannot forget or forgive acts of indiscipline and criticized the sailors for sending a list of the ship's issues to external entities, implying a breach of operational security.  

However, the court did not side with the Navy regarding the punishments imposed on the sailors.

Court Overturns Navy Punishments for Sailors Refusing Unsafe Mission

**Flu cases in Portugal have surged to **386** between December 9 and 15, marking a significant increase from the previous week.** According to the latest data from the **National Health Institute**, there is a growing trend of respiratory infections, particularly impacting emergency services in the **Lisbon** region.

The **epidemiological surveillance report** indicates that out of the **386 flu cases**, **353** are from group B and **33** from group A, reflecting a **32% increase** compared to the previous report covering December 2 to 8. Cases of **SARS-CoV-2** infections remain minimal.

Additionally, the **Portuguese Laboratory Network** has detected other respiratory agents in **162 cases**, with rhinovirus being the most prevalent. During the same week, **61 cases of severe acute respiratory infection** were admitted to hospitals, coinciding with a significant drop in temperatures across the country, prompting warnings to the public about the cold weather.

### Increased Pressure on Lisbon Hospitals
Some hospitals are experiencing a rise in emergency room visits, especially in pediatric departments, due to the increased number of respiratory infections. The **Fernando Fonseca Hospital** (Amadora-Sintra) reports a notable increase in general emergency services, attributed not only to respiratory infections but also to exacerbations of chronic diseases. According to **Catarina Pereira**, a representative from the hospital, many patients are arriving in **more critical condition**, often requiring intensive care, leading to **over 48 hours** wait times in the emergency room for inpatient beds.

Despite the increased patient load, **Hospital Santa Maria** mentions that the rise in emergency visits is not as significant as anticipated but acknowledges a marked increase in pediatric cases since early December.

### Northern and Central Regions Facing Similar Trends
In the **north**, **Hospital de São João** has noted increased pressure on its pediatric emergency services due to the circulation of the respiratory syncytial virus. **Cristina Marujo**, the emergency director, notes a slight uptick in general emergency visits but without major complications. The **Coimbra region** is also witnessing a gradual rise in pediatric respiratory infections, particularly due to influenza type B and respiratory syncytial virus, which predominantly affect children and the elderly, though these viruses are not yet widely spreading in the community.

This decision has stirred considerable debate, as it removes from the SNS beneficiary list all “**migrants, regardless of their legal status**.” Despite opposition from leftist parties and the **IL (Liberal Initiative)**, the bill passed with support from the **PSD (Social Democratic Party)**, **CDS (Centre Democratic Social Party)**, and **Chega**. 

The implications of this legislation are substantial, potentially affecting the health and wellbeing of many individuals who rely on the SNS for medical assistance. The move has raised eyebrows and sparked discussions about the rights of migrants in Portugal.

This afternoon, the **Public Security Police (PSP)** conducted a significant operation in the **Martim Moniz area** of Lisbon, aimed at enhancing the **sense of security** among residents in high-risk locales. A suspect was arrested for possessing a **bladed weapon** and **drugs**, with the authorities also confiscating around **100 counterfeit items** and **€4,600** in cash.

The operation was part of a broader effort to enforce **six non-residential search warrants**. Police aimed to apprehend suspects and seize illegal weapons during this special operation. The PSP stated, "This operation is expected to enhance public safety and tranquility for citizens in the mentioned areas, as well as their surroundings. It will help control, detect, locate, seize, and prevent the introduction of weapons, their components, or ammunition."

### Extensive Security Measures

The **intensive security measures** included thorough checks of vehicles and public transport, as well as locations assessed as high-risk, such as cafes and community centers. The **criminal prevention operation** began at **3 PM** and concluded before **6 PM**, resulting in the closure of traffic on **Rua do Benformoso** in the **Santa Maria Maior** parish of Lisbon.

**Sub-Commissioner Ana Ricardo** from the PSP's Metropolitan Command explained to RTP that the operation was triggered by the detection of "incidents involving bladed weapons and other prohibited arms." The operation was coordinated with the **Lisbon District Attorney's Office (DIAP)**.

In the broader European context, **Italy** showcases the highest poverty levels, with **38%** of Sicilians at risk. The **Calabria** region also shows alarming figures with **40%** of its population affected. 

### Social and Economic Vulnerabilities

The **Eurostat** data indicates that **Portuguese adults** experience a higher risk of poverty or social exclusion compared to other EU citizens residing in Portugal. Gender disparities are also notable, with Portugal ranking among the countries with the highest differences in social deprivation affecting women.

Portugal is also struggling with financial incapacity to maintain adequate heating in homes, with the average rising from **6.9%** in 2021 to **10.6%** in 2023. This situation places Portugal among the most affected alongside **Czechia** and **Spain**.

In the context of family structures, Portugal shows a trend of households typically consisting of **two adults without children**, indicating a shift in family dynamics that may contribute to economic vulnerabilities.

### André Ventura's Stand on Healthcare Access

During a plenary meeting in Parliament, **André Ventura**, the leader of the Chega party, took a strong stance regarding the access of **non-resident foreigners** to the **National Health Service (SNS)**. He emphasized, "If there is nothing for our own, there will be nothing for anyone, because it is our people who fund our healthcare system."

Ventura stated that while some might perceive this as an anti-foreigner sentiment, it is, in fact, about prioritizing **Portuguese citizens**. He pointed out that residents from countries with a **GDP per capita** three times higher than Portugal frequently come to the country for medical services, including treatments for **HIV** and childbirth.

### Calls for Regulation and Fees

He declared that the party's goal is to **regulate** foreign access to the SNS and insisted on transparency regarding expenses incurred from protocols involving foreigners. Ventura vowed to impose **moderating fees**, arguing that Portugal cannot afford to maintain a system funded by taxes that primarily benefits non-residents. 

He remarked, "Perhaps universal and free healthcare is one of the most significant achievements for Portuguese families," reaffirming that the Chega party will work to ensure that this service remains primarily for the **Portuguese people**.

A **strong police presence** from the PSP (Public Security Police) conducted a **special criminal prevention operation** in Lisbon's Martim Moniz area, known for frequent **weapon-related incidents**. This operation involved executing **six non-residential search warrants**.

By mid-afternoon, the preliminary results indicated that the operation led to **one arrest** for illegal possession of drugs and a firearm, along with the seizure of nearly **100 counterfeit items** and approximately **1400 euros in cash** related to counterfeiting.

According to Commissioner **Ana Ricardo**, the operation aimed to **“instill a sense of security”** among the public and address identified **criminal situations**, particularly **physical assaults involving bladed weapons**. The police also mentioned ongoing **efforts to verify the legality** of several immigrants' situations.

The operation brought together various police units, including traffic, public order, criminal investigation, and police oversight, in coordination with the **EUCCEV / 11th Section of the DIAP of Lisbon**.

The police's initial objectives included:
- **Detaining suspects** involved in illegal firearm possession.
- Seizing any weapons found in the vehicles of suspects.
- Increasing the **sense of safety** for public transport users and monitoring suspicious individuals in these areas.

The PSP expressed its intent to focus police actions in areas identified as **high-risk**, such as cafés and community associations, based on information collected during the planning and execution of operations.

This operation is expected to enhance **public safety and tranquility** in the targeted locations and their surrounding areas, allowing for better control, detection, and prevention of illegal weapons and their components.
