Meet the New Regional Directors of Portugal's Nature Conservation Institute

New Appointments at ICNF

The Ministry of Agriculture and Fisheries, alongside the Ministry of Environment and Energy, has appointed Sandra Sarmento, Paulo Farinha Luís, Carlos Albuquerque, and Carlos Ludovico as the new members of the board of directors of the Institute for Nature Conservation and Forests (ICNF). They will oversee the Regional Directorates of Nature Conservation and Forests in the North, Center, Lisbon and Tagus Valley, and Algarve, respectively.

Profiles of the New Directors

  • Sandra Sarmento has been the regional director for Nature Conservation and Forests in the North since 2019 and a board member since September 2018. Her previous roles include head of the Douro Interior Division (2013-2018) and head of Planning and Communication Division (2012-2013) at the Northern Hydrographic Administration of the Portuguese Environment Agency, focusing on water resource management and territorial planning.
  • Paulo Farinha Luís steps in as the regional director for the Center. Previously, he served as a senior economist for the municipality of Sertã and held various leadership roles, including director of Administration and Finance (2010-2021) and head of Economic and Financial Division (2004-2010). He was also the President of the board of SerQ – Innovation and Competence Center for Forestry from 2014 to 2022.
  • Carlos Albuquerque, formerly the director of Nature Conservation and Biodiversity at ICNF, now takes charge of the Lisbon and Tagus Valley region. He has experience as director of services supporting Protected Areas and director of the Sintra-Cascais Natural Park, representing Portugal in European biodiversity integration initiatives.
  • Carlos Ludovico is now the regional director for the Algarve. He previously led the Licensing and Rural Development Division at CCDR Algarve and has held various technical and coordination roles related to forest management and fire prevention.

The new regional directors will serve in their roles for a five-year term, effective from February 17.
