Major Investment in Public Transport
The Ministries of Environment and Energy and Infrastructure are set to modernize public transport in Portugal, specifically targeting the Metro do Porto, Metropolitano de Lisboa, and Comboios de Portugal (CP). A total investment of €109.7 million will be provided from the Fundo Ambiental.
Breakdown of the Investment
The Fundo Ambiental has increased its allocation by €97 million for the modernization and expansion of the Metro systems and CP. This funding aims to enhance urban mobility and provide efficient and accessible public transport options. Additionally, €12.7 million is specifically earmarked for renewing the fleet of the Metropolitano de Lisboa.
The funding will be distributed through various protocols with annual transfers planned from 2024 to 2038. Of the total amount, €66.6 million is designated for the Metro do Porto, focusing on line expansions, new vehicle acquisitions, and feasibility studies.

- €37.7 million for the expansion of the Yellow and Pink Lines.
- €22.9 million for the Ruby Lines and BRT expansion.

In Lisbon, the Metropolitano de Lisboa will receive €6.3 million for modernizing signaling systems and renewing its fleet, including purchasing 24 new units. This will be supplemented by the previously mentioned €12.7 million for further fleet renewal.

Comboios de Portugal is allocated approximately €24 million for acquiring 117 state-of-the-art electric multiple units and additional rolling stock. Maria da Graça Carvalho, Minister of Environment and Energy, emphasizes that this investment reflects the government's commitment to a greener and fairer future, aiming to transform urban and railway mobility.
Miguel Pinto Luz, Minister of Infrastructure and Housing, highlights the necessity of enhancing public transport accessibility to combat mobility poverty, citing successful initiatives like the Green Railway Pass and the Free Pass for Youth that have already attracted many users.
