Portugal's Government Supports ANA's Airport Proposal Without State Budget Contribution

Government Encourages ANA's Airport Initiative

The Government of Portugal is urging ANA - Airports of Portugal to move forward with the preparation of a bid for the new Lisbon Airport. This decision comes just as the deadline for responding to the initial report from the concessionaire approaches.

In a recent statement, the Ministry of Infrastructure and Housing announced the opening of a "new procedural phase" where the concessionaire is expected to prepare all necessary documents for the application.

The Executive emphasizes its priority to protect taxpayers and the nation throughout the process, and thus, it welcomes the proposed financing from ANA, which does not require a direct contribution from the State Budget, aligning perfectly with the Government's stance.

However, the Government cautions that this application should not be seen as an acceptance of the initial report's content. They remain committed to reducing costs for the Luís de Camões Airport, ensuring full compliance with applicable environmental legislation, and expediting the necessary Environmental Impact Studies. Additionally, they aim to shorten the construction timeline, which is currently estimated at six years.

Discussions will also continue regarding the financial model, particularly concerning changes to airport fees, the extension of the concession, and risk-sharing arrangements.

ANA, in response to the Government's decision, along with VINCI Airports, reaffirms its commitment to the Portuguese State and looks forward to the next phase of the development of the Luís de Camões Airport, collaborating with the grantor and adhering to the concession contract and best environmental practices.

Financial Estimates

According to ANA's initial report submitted to the Government, the new Lisbon Airport is projected to cost €8.5 billion.

On Thursday, the Government announced the creation of a Management and Monitoring Structure for Airport Projects, which will oversee these initiatives. João Jesus Caetano, president of IMT, will assist Pinto Luz in strategic decisions.

The Ministry of Infrastructure also indicated that it will soon announce the new location for the Alcochete Shooting Range, as significant efforts are being made for its relocation. This range is primarily located in the parish of Samora Correia, in the municipality of Benavente (Santarém district), with a small portion in the parish of Canha, in the municipality of Montijo (Setúbal district).
