Government's Initiative for the New Lisbon Airport

The Portuguese Government has officially instructed ANA – Aeroportos de Portugal to prepare a bid for the New Lisbon Airport named Luís de Camões (NAL), located in Alcochete. This directive was communicated through a letter signed by the Minister of State and Finance, Joaquim Miranda Sarmento, and the Minister of Infrastructure and Housing, Miguel Pinto Luz.

On December 17, the ANA concessionaire submitted the Initial Report (High Level Assumption Report), marking the start of a new procedural phase. The Government has 30 days to respond, initiating the preparation of all necessary documents for the NAL candidacy.

Additionally, the Government proposed a memorandum of understanding with the concessionaire to clarify procedural steps and the information required for the NAL application.

Financial Considerations

The Government welcomed the concessionaire's proposal for financing, which does not require a direct contribution from the State Budget, aligning with governmental policies. However, it emphasized that this response phase is not a negotiation stage; that will occur later after the candidacy submission.

Environmental and Cost Discussions

Among the Government's priorities are discussions aimed at reducing the total project cost of the NAL. They are open to negotiating airport specifications and will ensure compliance with environmental legislation, including prompt Environmental Impact Studies.

The Government also intends to evaluate the construction timeline (currently six years) and explore alternatives to expedite the project. The financial model will be revisited, particularly concerning airport fee adjustments and risk-sharing arrangements.

Public Interest and Transparency

The Government remains committed to defending taxpayer interests and has taken a firm stance against economic-financial adjustments related to the pandemic period. The location of the NAL has been confirmed at the Campo de Tiro de Alcochete (CTA), with plans for relocating the CTA underway.

Given the national significance of the New Airport, the Government intends to make the Initial Report public to ensure transparency.
