A Trust in Technical Expertise
The President of the Lisbon Junta of Avenidas Novas, Daniel Gonçalves (PSD), expressed confidence in the "technical criteria" of municipal teams involved in the removal of jacaranda trees on Avenida 5 de Outubro. His main concern is the preservation of green heritage to sustain and enhance the area's environmental quality.
Complex Urban Operations
Gonçalves stated during a hearing at the Lisbon Municipal Assembly that the Junta is closely monitoring the work carried out by the Câmara Municipal de Lisboa (CML), acknowledging the complexity of the operation which is part of a strategic city plan. He emphasized the importance of collaboration with the CML, particularly regarding urban tree management.
Ongoing Urban Developments
The discussion arose in the context of the Integrated Operation of Entrecampos, planned since 2018 on the former site of the Feira Popular. This project involves the construction of an underground parking facility, necessitating the removal of trees, mainly jacarandas. While the Junta does not have direct authority over tree removals, Gonçalves highlighted the "close dialogue" with the CML regarding the green heritage.
Mitigation Efforts
He reassured the public that announced mitigation efforts, such as transplanting trees and planting new ones, would help maintain and enhance the environmental quality of the area. The initial CML plan indicated the removal of 47 trees, with only 30 to be preserved and 20 transplanted. In response to public outcry, it was clarified that currently, only three jacarandas would be transplanted due to urgent underground work.
Public Outcry and Response
Over 54,000 people signed a petition against the removal of jacarandas, initiated on March 21, coinciding with Tree Day. Following a public session for clarification, the CML announced a “new effort for re-evaluation” concerning the tree removals.
Current Status of Planting
As of now, 15 new jacarandas have been planted, and three have been transplanted. The Junta plans to plant an additional 200 jacarandas but has yet to provide details on the timeline or locations.
Addressing Parking Concerns
Gonçalves acknowledged the loss of surface parking on Avenida 5 de Outubro but assured that "special access conditions" would be negotiated for the future underground parking.
Future Green Spaces
Regarding the former Feira Popular site, Gonçalves assured that it will feature a garden with public amenities, stating it will become "truly green" and accessible to pedestrians. The 3rd Permanent Commission of Urbanism has already heard from petitioners against the jacaranda removals and has scheduled further discussions on the matter.
