Preventive Investigation Initiated
A preventive investigation has been launched against Pedro Nuno Santos, the Secretary-General of the PS, as confirmed by an official source from the Procuradoria-Geral da República. The investigation stems from suspicions related to the acquisition of two properties, one in Lisbon and another in Montemor-o-Novo.
According to the written response provided to Observador, the investigation was initiated following the receipt of anonymous complaints and aims to gather information. The Ministry of Public Affairs stated, "These preventive actions are outlined in Law 36/94, dated September 29."
A PS official mentioned that Pedro Nuno Santos has not been notified of the investigation and first learned about it through Observador's report.
Anonymous Complaints and Property Financing
Reports indicate that one of the anonymous complaints pertains to the purchase of two properties, with allegations based on facts already known to the public, particularly from a November 2023 article in Sábado magazine. The focus is on the source of funds used to finance these acquisitions.
The first property, purchased in 2018 for €740,000, was co-owned with his wife Catarina Gâmboa. It is alleged that part of the payment was made upfront by his wife, while the remaining €450,000 was financed through a bank loan, which was reportedly paid off shortly thereafter.
Inconsistencies in Financial Declarations
Sábado highlighted inconsistencies in Pedro Nuno Santos's declarations regarding the loan repayment, initially stating it was covered by his father’s assistance and later correcting it to indicate it was paid from the sale of their first home.
The second property acquisition, occurring in February 2022, involves a €570,000 purchase of a property with a pool in Montemor-o-Novo, financed by a loan from Caixa Geral de Depósitos worth €455,950, with the rest covered by personal funds from Pedro Nuno Santos and his wife.
Connection to Major Infrastructure Decisions
Sábado also draws a connection between the acquisition of this land and Pedro Nuno Santos's decision as Minister of Infrastructure regarding the New Lisbon International Airport, located approximately 80 km from Montemor-o-Novo. However, the DCIAP will not consider this connection in its analysis.
