This inspection followed requests from PS and Bloco de Esquerda councilors on March 7, who sought clarification regarding the alleged exemption from prior control for this construction, despite it being considered a structural alteration. The council confirmed that the works involve interior alterations and the opening of a staircase, with structural reinforcements in metal. A project execution plan was prepared, including a responsibility statement for seismic vulnerability exemption and structural reinforcement. The concerns about the works emerged after media coverage, leading to Montenegro's son notifying the council, as reported by Observador. The Urbanization and Building Legal Regime states that internal works that do not alter the building's structure do not require municipal licensing but must be communicated to the council five days in advance.
