The PSD/CDS-PP leadership in the Lisbon City Hall proposed a municipal program aimed at constructing university residences in partnership with private entities. This proposal, presented about seven months before the municipal elections, aimed to "enhance accessible housing options" for students by providing over 1,000 beds. The city council would lease land for 70 years for the private construction of these residences, with a stipulation that 50% of the beds would be affordable.
However, during a private meeting, PS councilors suggested amendments requiring that at least 70% of beds be offered at regulated prices, which would amount to €262 per month for double rooms and €378 for single rooms. The Housing Councilor, Filipa Roseta (PSD), rejected this amendment, arguing that the 50% requirement ensures competitiveness in the public tender process, aiming to select private entities that can offer the most affordable beds.
The PSD/CDS-PP proposed €330 per month for double rooms and €400 for single rooms, showing a willingness to negotiate down to €300 and €380, respectively. Despite these discussions, the PS amendments were ultimately approved with support from other parties but were rendered moot when the main proposal was voted down, leading to blame being exchanged between parties.
