## IPMA Issues Warning for Heavy and Persistent Rain

The **Portuguese Institute of Sea and Atmosphere (IPMA)** has issued a warning regarding **intense and persistent rainfall** expected between **September 24 and 26**. According to the announcement, this rainfall is a result of the **transport of a tropical air mass** rich in moisture.

Starting from **September 24**, **northern and central regions** of Portugal will experience periods of persistent rain, which may become heavy on **September 25 and 26**, especially along the coast north of **Cabo Mondego** and in mountainous areas.

While rain is anticipated in southern regions as well, it is expected to be generally light, with possible moderate precipitation on the morning of **September 26**. 

Additionally, the **wind speed** is forecasted to increase between the afternoon of **September 25** and the early morning of **September 26**, blowing strongly from the southwest, with gusts reaching up to **70 km/h** in the northern and central coastal areas, and up to **90 km/h** in highland regions, particularly in the **North and Center**.

### A Furry Fiasco in the Azores

A **TAP Air Portugal** plane found itself stranded on an airport runway for **four days** after over **130 hamsters** escaped their cages, causing a chaotic scene aboard the Airbus 320. 

The incident began at **Ponta Delgada Airport** on São Miguel Island when baggage handlers discovered that the hamsters' carriers had been chewed through. This prompted a frantic search to capture the furry intruders before they could damage the aircraft's **electrical systems** or other critical components.

**Maintenance teams** worked tirelessly to locate the stowaways, which were part of a larger shipment of pets—including ferrets and birds—destined for a local pet shop. The hamsters were initially scheduled for an earlier flight but were denied due to the poor condition of their cages.

Despite their efforts, maintenance workers were only able to locate all but **16 hamsters**. After a final push to find the remaining critters, the plane was finally cleared to return to **Lisbon**.

### A Unique Encounter

This unusual incident is not the first time animals have disrupted flights. From **rats** to **otters**, and even swarms of **mosquitoes**, critters have been known to cause chaos in the skies.

## Recent Rainfall Boosts Algarve's Water Reservoirs

The recent rains have significantly improved the water levels in the Algarve, with the six reservoirs now at **34% of their total capacity**. This marks a **5% increase** due to the recent precipitation, according to the Portuguese Environment Agency (APA).

The reservoirs currently hold approximately **154 hectometers cubed (hm³)** of water, which is **35% of the needs** for urban and tourism sectors. The president of APA, José Pimenta Machado, noted that **26 hm³** was added from the recent rains, highlighting the importance of maintaining water-saving measures despite the improvement.

### Continued Need for Water Conservation

While the situation has improved, Machado emphasized the necessity of continued conservation efforts. He stated, "We are better than we were before, but we must maintain the same objectives and plans for water savings in various sectors: **10% for urban use and 13% for agriculture and tourism**."

In comparison to the same period last year, there has been an increase of approximately **39 hm³** stored, rising from **115 hm³ (26% capacity)** to the current **154 hm³ (34%)**. The government had previously eased restrictions on water consumption for agriculture and urban sectors, reducing limits from **25% to 13% for agriculture** and **15% to 10% for urban use**.

### Distribution of Water Across Reservoirs

The eastern reservoirs have benefited the most from the recent rainfall, with the **Odeleite reservoir now at 46% capacity (59.36 hm³)**, **Beliche at 38% (18.09 hm³)**, and **Funcho at 37% (17.70 hm³)**. In contrast, the western reservoirs show lower percentages, with **Odelouca at 31% (49.16 hm³)**, **Arade at 17% (4.88 hm³)**, and **Bravura at 13% (4.40 hm³)**.

Pimenta Machado expressed solidarity with the affected communities and commended local municipalities and civil protection for their efforts during this challenging time. According to the **Climatological Bulletin** from the Portuguese Institute of the Sea and Atmosphere (IPMA), there has been a significant reduction in meteorological drought in mainland Portugal, with the **Lower Alentejo and Algarve** regions now classified as experiencing **weak drought**.

After two years of intensive work, **Grupo Vita**, established by the Catholic Church to address sexual abuse cases, has announced the development of the first **global abuse prevention programs** specifically aimed at this religious institution. The programs are expected to be ready by **March 2024** and will begin implementation in **April**, following training for participants.

This initiative was presented by **Rute Agulhas**, coordinator of Grupo Vita, during a discussion held at **ISCTE**, Lisbon, in recognition of the **European Day for the Protection of Children Against Sexual Exploitation and Sexual Abuse**. Agulhas emphasized the lack of primary prevention programs directed at the Catholic Church worldwide, despite over **40 years of research** in this field.

> “We couldn’t overlook the need for primary prevention programs developed within the context of the Catholic Church in Portugal. There isn’t a single one worldwide,” Agulhas stated, as reported by Público. She highlighted that while sexual abuses share common characteristics in various contexts, there are specificities within the Catholic Church that require a unique approach.

### Engaging and Educational Approach

The programs under development will target children and youth and can be applied in schools, catechesis, and other church-related environments. The program for younger children will adopt a playful format, featuring a **peddy-paper** that addresses topics such as healthy relationships, body privacy, secrets, prevention strategies, and how to seek help. For older participants, a digital game will be developed, incorporating symbolic pathways that include locations such as a church and a bonfire, tackling similar themes adapted for older age groups.

> “The programs must be engaging, appealing, and include multiple sessions throughout the academic year, promoting the involvement of significant adults and encompassing various contexts of the child,” Agulhas explained, emphasizing that continuity is crucial for effectiveness.

It is important to note that Grupo Vita was founded in response to the final report of the **Independent Commission for the Study of Sexual Abuse of Children in the Catholic Church**, which validated **512 testimonies** and identified at least **4,815 victims** in the last 70 years. Since its formation, the group has received contact from **117 victims** and **56 compensation requests**.

In **2023**, the group had already launched a **Prevention Manual** and the **Vita Kit**, providing guidelines for training in this area. However, Agulhas stressed that these initiatives alone are insufficient for a comprehensive approach to the issue.

**Francisca Magano** from the **Portuguese Committee for UNICEF** raised concerns about alarming statistics regarding sexual violence against minors in Portugal. Data from the **National Institute of Statistics (INE)** in **2022** indicates that around **176,000 people** were victims of sexual violence before the age of 15. Furthermore, it was highlighted that one in five women and one in seven men report having suffered sexual violence in childhood.

During the discussion, experts emphasized the importance of placing victims at the center of judicial and social action. **Carlos Farinha**, deputy national director of the **Judiciary Police**, mentioned the creation of spaces within the PJ that allow for the hearing of child victims outside intimidating environments such as courtrooms.

**Maria João Duarte**, from the Family, Child, Youth, and Elderly Office of the Public Ministry, underscored that while legislation has advanced in the past decade, effective implementation on the ground is still lacking. “The path must involve a culture of care that brings victims, particularly the most vulnerable—namely all children—closer to the protection of the justice system,” she stated.

**Odete Severino Soares**, a researcher, lamented that Portugal has never implemented the **“Child House”** (Barnhus) model, already in use in several countries. This project gathers all necessary resources for supporting child abuse victims in a single space, including legal and psychological assistance. According to the researcher, a pilot project was presented in **2016**, but it did not progress.

Experts at the discussion agreed that there is still a long way to go to effectively protect children and youth in Portugal. The new prevention programs from Grupo Vita, notable for their innovation within the Catholic Church, could represent a significant step in this direction.

The minister assured that the aim is not to cut investments but to **significantly increase** funding for RTP.

Duarte highlighted a **capital increase of over 14 million euros** from the government and a **40 million euro bank loan** intended to support various investments, including those at the Northern Production Center and in Lisbon. He stressed the need for RTP to adapt to the evolving media landscape to better meet the public's needs today.
